ConstEdit Word Processor is updated to 4.0

Changes in this update :

• Changed. The extension is updated to Manifest V3, to conform with Google's policy to modernize the Chrome extensions platform. This should bring about some improvements in security and in performance.
• Changed. "File > Open" function in Editor now takes the default location from the last document opened through the dialog, or from your "documents" folder. Note that the last location of the dialog is not persisted across web-browser sessions.
• Changed. "File > Save As" function in Editor now takes the default location from the currently opened document, or from the last saved-as location, or from your "documents" folder; the filename is now defaulted from the currently opened document, or "newhtml.htm". Note that the last save-as location is not persisted across web-browser sessions.
• Changed. "Save Stylesheet" in Design Html Stylesheets now takes the default location from the last saved stylesheet location, or from your "documents" folder; the filename is now defaulted from the last saved stylesheet file, or "newStylesheet.css". Note that the last saved stylesheet location is not persisted across web-browser sessions.
• Changed. Minimum requirement of updating to this version of the extension is now Chrome 91 or above.
